Electronic document delivery in the corporate project of Moscow public libraries.

M.I. Rudomino All-Russia State Library for Foreign Literature (VGBIL) and State public scientific library (GPNTB) take part in designing and realisation of the first stage of Corporate network among Moscow public libraries as a creator of electronic document delivery system.

Sub-system of service for Interlibrary Loan and electronic document delivery (EDD) are created to solve the problem of collection development, to exchange the library collections, to shorten the time of copying and delivery of publications and also for the gradual creation of electronic publications’ archives and telecommunication network, provided an access.

At the first stage of the project the following general structure of Interlibrary Loan service is planned with the usage of EDD.

  1. On the basis of the most equipped Moscow libraries, which have their own electronic resources and telecommunication capabilities, new net centres are created.
    The processing of orders to deliver the documents via Interlibrary Loan should be made be every basic network centres.
  2. The development of Interlibrary loan’s orders should be available in any library, participated in the project. The order could be formed while searching or browsing the information in the united electronic catalogue.
  3. To process the orders from the libraries, which are not the project’s participants, and to give and access to Interlibrary loan resources we plan to set up the programming complex ARIEL in one of the network centres. This centre will be external gateway (sluice) for other participants of the project.

Technology of EDD includes the following general stages:

The order registration should be provided through web-interface. The system must provide the user with the following information:

The order is developed on the basis of information from the united electronic catalogue or electronic catalogue of the library –customer.

Copies of the documents for EDD are made by scanning. Depending on the ordered document, the extent of its basket case and requirements of a customer there could be two general types of electronic copy: graphic file and text file.

The delivery of the copies to customers could be done in the following procedures (user’s choice:

The storing of scanned documents are tightly connected to the copyright problem. At the first stage of that corporate project it is presumed that the libraries could keep the electronic copies of publications out of copyright law.

Realisation of EDD system within the framework of the corporate project is based on the programming means of micro-ISIS, WEB-ISIS, and as a basic library system we use IRBIS system, elaborated by GPNTB.

Thesis.

My paper will be dedicated to the future project, which is in its first stage now.

To my mind, the experience and links, gained by our IT Department during the last years and projects are invaluable, and in future we will be able to avoid some typical mistakes.

I do hope that the experience, gained in the project on the full-text library of old-printed books could be developed in another aspect. Our new project is to combine the museum items and bibliographic data in one united information point.

The goal of our new project is to connect the art image and bibliographic record and to create a new tool for distance education through collaboration.
